Artificial Intelligence is transforming the ways in which societies function, interact, and are governed. Acknowledging its transformative capabilities and inherent dangers, the Ministry of Electronics and Information Technology has unveiled the India AI Governance Guidelines 2025.

The purpose of these guidelines is to establish India as a conscientious global leader in the advancement and application of AI. They merge legal and technical protections with an emphasis on innovation, responsibility, and trust from the public. India focuses on regulating AI applications instead of the core technology, allowing advancement to proceed while prioritizing ethical and societal issues.

The guidelines demonstrate India’s goal to leverage AI as a driver for inclusive growth and sustained economic power. They are in sync with the national AI for All vision, aiming to guarantee that AI benefits extend to every individual. The government sees AI as an essential facilitator of Viksit Bharat 2047, the nation’s goal to achieve developed status.

Simultaneously, the guidelines recognize significant dangers linked to AI, such as misinformation, deepfakes, biases in algorithms, and challenges to national security.

A key aspect of the guidelines is the expression of seven sutras or fundamental principles. These sutras collectively constitute the foundational essence of India’s philosophy on AI governance.

The initial sutra centers trust in AI adoption, highlighting the necessity of incorporating trust into technological design, organizational culture, and implementation practices. Without trust, innovation cannot grow.
