Karnataka Forms AI Panel Led by Kris Gopalakrishnan

The Karnataka government has established a high-level committee to develop a policy for the responsible deployment of artificial intelligence (AI) in public services, aiming to reconcile swift AI integration with measures related to ethics, privacy, and accountability.

The government announced that Kris Gopalakrishnan, co-founder of Infosys, will lead the Committee on Responsible Artificial Intelligence, with state IT secretary N. Manjula serving as co-chair. The panel convened for its initial meeting in Bengaluru.

The committee is responsible for creating a detailed framework to ensure the safe, ethical, and transparent implementation of AI in governmental systems, especially those that impact citizens directly. An interim report will be submitted in 60 days and final recommendations in 90 days.

The panel features high-level executives and specialists from technology companies, academic institutions, and industry organizations, such as Ajay Vij from Accenture India, Lingraju Sawkar from Kyndryl India, Amith Singhee and Dinesh Vijayakumar from IBM, along with Sanjeev Jain from Wipro.

Debabrata Das, director of IIIT Bangalore; Bhaskar Verma from Nasscom; Sarvam AI co-founder Vivek Raghavan; AI CoE CEO Ashok Kamath; and Trilegal's technology and telecom head Rahul Manthan also represent academia and industry.

Karnataka’s Minister for IT and Biotechnology, Priyank Kharge, stated that the initiative aims to guarantee that AI-based innovation benefits the public as the state advances further into emerging technologies. "The emphasis is not solely on speeding up AI innovation but also on ensuring transparency, accountability, and public trust," he stated in a release.

Gopalakrishnan stated that if utilized responsibly, artificial intelligence has the potential to greatly enhance Karnataka’s economy, noting that the state has a chance to lead India in creating a thorough governance structure for AI applications in government.

The suggested framework will address risk categorization of AI systems, compliance with India’s Digital Personal Data Protection Act, and pinpoint practices that ought to be limited or prohibited, including social scoring of individuals, excessive surveillance, and critical automated decision-making lacking human oversight.

The panel will additionally suggest protections for high-risk AI uses in areas such as welfare provision, healthcare, education, law enforcement, and financial decisions, as well as data governance norms, transparency obligations, and complaint resolution systems.
