Odisha Unveils Pharma, MedTech Policy 2025
The Odisha government announced the Pharmaceutical and Medical Devices Policy-2025, with the objective of drawing an investment of Rs.25,000 crore and generating 1 lakh jobs by 2030.
Chief Minister Mohan Charan Majhi unveiled the new policy at the Odisha Pharma Summit-2025, attended by Industries Minister Sampad Chandra Swain and senior government officials.
On the occasion, Hemant Sharma, Additional Chief Secretary of the Industries Department, noted that India imports nearly 85 percent of its medical devices from abroad, indicating a significant opportunity in this sector.
Sharma stated that with numerous pharmaceutical and medical device units anticipated to emerge in the next five years, Odisha should strive to be involved in this effort.
According to the policy, the state provides a 50 percent subsidy on the concessional cost of land for units that hire over 200 skilled workers from Odisha.
Reports indicate that the government provided a 30 percent capital subsidy on qualifying plant and machinery (distributed at up to 6 percent annually for 5 years), with no maximum limit, whereas a 25 percent subsidy (limited to Rs.1 crore) will be available for dedicated power infrastructure.
He stated that the goal of the new policy is to expedite Odisha's emergence as the eastern center for pharmaceuticals and medical devices by fostering investment, creating jobs, encouraging innovation, and promoting green manufacturing.

The policy seeks to draw investment and stimulate local entrepreneurship and MSME development, while also creating jobs in skilled and semi-skilled areas.

The strategy integrates land, funding, a skilled labor force, regulatory support, and R&D assistance to draw key investments in active pharmaceutical ingredients (APIs), formulations, vaccines, diagnostics, imaging, implants, and wearables, establishing Odisha as a competitive and sustainable hub for manufacturing and innovation.
