Government to Examine DLI's Norms

Rajeev Chandrasekhar, Minister of State for Electronics and Information Technology, stated on Sunday that the government will examine the design linked incentive (DLI) program's rules.

This program aims to help 100 semiconductor product design companies as part of a Rs 76,000 crore scheme to build the country's electronic chip ecosystem, according to the minister, who spoke to the media at the Semicon India 2022 conference.

The scheme is said to support financial incentives including design structure for 100 domestic companies, startups, across development and deployment of semiconductor design for ICS, chipsets, SoCs and other devices over a period of five years.

Chandrasekhar indicated that the DLI has received feedback regarding the funding cap being over restrictive and that it will be examined by the government. Speaking of semiconductors, the minister recalled the industry’s growth to be brisk and seen across collaborations and partnerships signed for three years.

Several key MoUs, industry-academia tie-ups, and investment announcements were made at the three-day conference, which was held after the Centre launched a large incentive program to encourage semiconductor chip manufacturer in India.

Seven memorandums of understanding (MoUs) were signed between government organizations and technology firms during the Semicon India 2022 conference.

Cyient, WiSig Networks, and IIT Hyderabad have inked memorandums of understanding to enable mass manufacture of the 5G Narrowband-IoT- the Koala Chip, Architected and Designed in India.

“Whether the DLI norms need to be modified... We have got some feedback from this conference that maybe the DLI has been designed to be very narrow. Maybe there is a cap on funding that is too restrictive. We will examine all that”, according to Chandrasekhar.

“I want to say this very clearly that the $ 10 million package of the Rs 76,000 crore package is for the ecosystem and design and innovation is a very important part of the ecosystem. Talent is a very important part of the ecosystem. There is a need to sort of redesign some of those pieces, we will do it”, according to Chandrasekhar.
