Delhi maintained its position at the top of NITI Aayog’s India Electric Mobility Index 2025, achieving a score of 84, with Maharashtra and Karnataka following.

The government research group unveiled the second edition of the India Electric Mobility Index (IEMI), which evaluates the advancement of electric mobility in states and Union Territories.

As per the index, Delhi bolstered its position, increasing its score from 77 in the last edition to 84. Maharashtra maintained its second place, raising its score from 68 to 78.

“Delhi recorded the highest overall score in the country at 84, followed by Maharashtra (78), Karnataka (73), Chandigarh (71) and Goa (65),” it says.

Maharashtra and Karnataka stood out as the leading states among the Large States, while in the Hilly and Northeastern States category, Manipur topped the list with a score of 46.

Delhi, Chandigarh, and Goa outperformed their counterparts among Union Territories and City States. The category also saw the largest disparity in performance, displaying a difference of over 70 points between the top- and bottom-ranked regions.

Results, nonetheless, differed among the three themes evaluated by the index. In the progress of Transport Electrification, only Delhi, Chandigarh, and Maharashtra were included in the Top Performer category, while 14 out of 36 jurisdictions were deemed Aspirants.

Charging Infrastructure Readiness exhibited a notably better performance, with Karnataka achieving the highest national score at 97, while six states and Union Territories stood out as Top Performers.

The status of Electric Vehicle (EV) Research and Innovation revealed significant differences, with nine states and Union Territories designated as Top Performers and 17 categorized as Aspirants.

The think tank further highlighted, “Comparing the 2025 performance with that of 2024 showed that the top performing States and Union Territories—Delhi, Maharashtra, Karnataka and Chandigarh—were consistent top rankers.”

Certain states and Union Territories fell in the rankings even while keeping or enhancing their scores, indicating better overall performance nationwide. Madhya Pradesh, on the other hand, saw a notable advancement, moving up from 23rd place in the last edition to seventh position.

Furthermore, the progress was uneven across states. “It is noteworthy that several states and UTs registered declines in rank and scores, indicating that progress in e-mobility has been uneven across the country,” the report noted, adding, “Charging rollout and EV adoption are moving at different speeds across the country, a sign that the transition is uneven.”
